Maybe because he's older news in Japan. I suspect this is the country he's most popular in, in fact as it seems the most Japanophilic. Anyway, I'm pretty sure this is the touchscreen convertible Classmate 2 PC. I've only seen it marketed in Taiwan from KuroKids, but previously without Doraemon.
