Some time ago Microsoft have announcement that they will stop selling Windows XP, They had tried to retire XP operation system for Vista favor. Now they are selling it again but now it is only for the ULPC computers.
There is no difference between Windows XP Home Edition ULPC and to the regular OEM operation systems.
To get the Windows XP Home Edition ULPC license all you have to do is having those requirements:
1. slow processor
2. small hard drive
3. no more than 1GB of ram
If you got all of those requirements you can get your license for only $26-$32.
